Executive Summary

Türkiye's Arctic strategy has evolved from scientific research into a broader framework that integrates diplomacy, legal engagement, and long-term strategic planning. The National Arctic Scientific Research Expeditions, accession to the Svalbard Treaty, and efforts to obtain Arctic Council observer status have strengthened the country's international profile, while Minister Mehmet Fatih Kacır's participation in TASE-VI demonstrated that Arctic research is now regarded as a state priority. Rather than seeking to rival the established Arctic powers, Türkiye aims to build a sustainable presence through science diplomacy, technological capability, and international cooperation. If supported by continued investment and institutional coordination, this approach could establish Türkiye as a credible non-Arctic stakeholder in Arctic governance, scientific research, and emerging economic opportunities.
