Executive Summary

The Iran war has entered a more dangerous phase marked by widening regional military operations and escalating maritime disruption in the Gulf. Israeli airstrikes have continued targeting Iranian and Hezbollah-linked infrastructure in Iran and Lebanon, while Iran has retaliated through missile, drone and maritime operations across the region. In his first statement since becoming Supreme Leader, Mojtaba Khamenei adopted a defiant tone, warning that Iran could open additional fronts if attacks on its territory continue and framing the conflict as resistance against foreign attempts to weaken the country. The most strategically significant development has been the escalation in the Strait of Hormuz, where Iran has reportedly deployed naval mines and attacks on tankers and commercial vessels have increased. The United States has responded by destroying Iranian naval vessels and mine-laying ships in an effort to keep the waterway open. These incidents have sharply reduced tanker traffic and increased insurance risks, forcing shipping companies to reconsider transit routes through the Gulf. The conflict has also begun affecting regional export infrastructure, with Iraq temporarily shutting down oil port operations due to security concerns. Energy markets have reacted strongly to the maritime escalation. Oil prices surged above $100 per barrel amid fears that disruption to Hormuz—through which roughly 20% of global oil supply normally passes—could significantly constrain global energy flows. Governments are now preparing emergency responses, including a potential record release of strategic oil reserves coordinated by the International Energy Agency, as well as national stock releases by major importers. Despite these measures, markets remain highly volatile because the underlying security risk to shipping and energy infrastructure in the Gulf has not yet been resolved.
