Executive Summary

Africa’s operating environment is shifting toward controlled value capture. Investment remains strong across banking, energy, infrastructure, and mining. However, states are tightening control over assets, revenue flows, and market access. Libya’s rising oil revenues and Zimbabwe’s lithium processing rules reflect a shift toward domestic value retention. Infrastructure is no longer a passive growth layer. It is a strategic control mechanism. Projects such as LAPSSET, Nigeria’s port upgrades, and Algeria’s rail-energy integration are structured to: • reduce external dependency • control trade corridors • improve fiscal capture Connectivity systems (telecom in DRC, aviation in East Africa) function as core economic infrastructure. External alignment, capital flows, and policy direction are increasingly integrated. Energy exports, mineral investment, and diplomatic positioning are operating within the same framework. Algeria’s gas positioning, Libya’s multi-axis engagement, and South Africa’s policy recalibration reflect this convergence. The system is defined by high project momentum and uneven execution capacity.
